The corona virus crisis seems to be encouraging belief in radical change. According to an opinion poll designed by a research team at Oxford University, 71% of Europeans are now in favor of introducing a universal basic income. This means that they would like to see every citizen to receive enough money to support themselves through a national programme. The same study found that 53% of young Europeans place more confidence in authoritarian states than in democracies to tackle the climate crisis. The poll was conducted last March, a time when most of Europe was locking down against the virus. Since then, many things changed, not least the behaviour of the United States and China, the world’s leading democracy and the world’s leading dictatorship, towards the virus. It would be interesting to ask Europeans now which system they think has proved better at fighting the pandemic.

The proposal for a universal basic income has been around for some time in many European countries. It has also been dismissed as a socialist ideology. Yet, during this lock-down, those very countries have introduced support programmes for their citizens which look strangely similar to a guaranteed basic income.

I have no idea of what political and financial set up Europeans will choose for themselves once this crisis is over. What I see, however, makes me wonder. The expectation of a basic salary, which means a security for food, shelter and basic needs, is just the result of the crisis, or the wish for a new social order, or the desire of a new kind of democracy? Also, the fact that the youth think authoritarian regimes are more likely to tackle global problems like the environmental crisis is a sign of the time; or maybe it is the wish that someone, somewhere, will take charge and get things done?

We are not in Europe and we are far from even thinking of a basic income guaranteed to every citizen. We can still ask ourselves if the two options seen above are the only ones available to us. Why are we not thinking how to modify the present lack of international cooperation on many issues? Certainly a pandemic like the one we are experiencing should be the occasion to think of why China acted like that; why some pharmaceutical companies want to use the South of the World as a lab where to test a vaccine; why some countries – like the UK – in the middle of this crisis are still willing to give funding to African states to promote abortion.

It seems to me that now we have the chance to rethink our international cooperation. Now we can speak up and say we need a new model of development and a new way to access natural resources. As we become aware that a planet shadowed by global threats, such as this virus and climate change, requires more international cooperation, we should be ready for more democracy and more interaction. Thus, we should also ask ourselves what is the role of regional grouping like the East African Community or the African Union, which are quite silent these days.

While the USA and China seem to choose beggar-my-neighbour policies, we should be aware that seeking our own good at the expenses of other will only build a chasm between haves and haves not. Either we choose to work together for the common good of humanity or we risk to start a new great depression. The last one led to World War II, not the best outcome. Let us work for justice, and we shall reach real global peace.
